Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than 30 July 2024. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, PL102, PL108B, PL107C, PL104C, PL106B, PL118B, PL117C, PL114C, PL116B and PL 101, and the following plans approved under application reference P21/S2085/FUL; PL001, PL105A, PL115A, PL103B and the following approved plan under application reference P22/S1123/NM; PL09 except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The development shall be carried out in accordance with the approved phasing contained within the phasing plan reference PL 109 unless otherwise agreed in writing by the Local Planning Authority. Reason: To ensure a comprehensive and viable development in accordance with Policies STRAT1 and INF1 of the adopted South Oxfordshire Local Plan 2035

That, unless otherwise agreed in writing by the local planning authority the development shall be carried out in accordance with the materials approved in the letter dated 29 April 2022 under application reference P22/0794/DIS. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

That, unless otherwise agreed in writing by the local planning authority the development shall be carried out in accordance with the surface water drainage details approved in the letter dated 29 April 2022 under application reference P22/0794/DIS. Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with policy EP4 of the South Oxfordshire Local Plan 2035.

That, unless otherwise agreed in writing by the local planning authority the development shall be carried out in accordance with the foul water drainage details approved in the letter dated 29 April 2022 under application reference P22/0794/DIS. Reason: To ensure the proper provision of foul water drainage and to ensure flooding and pollution is not exacerbated in the locality in accordance with policy EP4 of the South Oxfordshire Local Plan 2035.

Prior to the commencement of development the proposed car parking to the front of No. 102 Norreys Road shall be provided and the existing vehicle crossover that will provide access shall be extended in accordance with the Oxfordshire County Council's specification. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan PL103 Rev. B and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the first occupation of the dwellings hereby approved, a scheme to provide each dwelling with Electric Vehicle Charging Points shall be submitted to and approved in writing by the Local Planning Authority. Thereafter each Electric Vehicle Charging Point shall be provided to a working standard prior to the occupation of the dwelling it would serve. Reason: To ensure sustainable forms of transport are provided in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to first occupation of the dwellings, all carbon reduction energy efficiency measures shall be implemented in accordance with the Energy Statement and accompanying details and calculations hereby approved and a Verification Report shall be submitted to the Local Planning Authority and approved in writing prior to the occupation of that dwelling. The Verification Report shall demonstrate (with photographic evidence) that the energy efficiency measures have been implemented. These measures shall be retained and maintained as such thereafter in accordance with the Energy Statement and Verification Report. Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES10 of the South Oxfordshire Local Plan 2035.

The windows in the bathroom and ensuite in the north facing elevation of Plot 1 and the bathroom window in the north elevation and window in the south elevation serving the ensuite in Plot 2 of the dwellings hereby permitted shall be glazed in obscure glass with a minimum of level 3 obscurity, and shall be fixed shut with the exception of a top hung openable fanlight (or other means of opening to be first agreed in writing by the Local Planning Authority) prior to the first occupation of the accommodation and it shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.
