The site consists of residential garden land which falls outside of Garsington's built area. The development would extend beyond the built limit of Garsington. There are no buildings on adjoining residential garden land. Furthermore, the proposed development would not represent infill development as the dwelling would not be closely surrounded by buildings.
The development therefore fails to accord with policies STRAT1, H1 and H16 of the South Oxfordshire Local Plan 2035.
The proposed dwelling which would be sited in the rear garden of 7 Wheatley Road would create backland development which would harm the openness of the Green Belt and represent inappropriate development in the Green Belt. The proposed dwelling would not constitute infill development as there are no other backland developments at adjoining sites to the north-east or south-west, whilst open countryside is situated to the north-west. The dwelling would therefore impact on the openness of the Green Belt and result in inappropriate development in the Green Belt which is contrary to policy STRAT6 of the South Oxfordshire Local Plan 2035 and paragraph 147 of the NPPF.
Insufficient car parking and access information has been provided in support of the application. The county council highways officer has confirmed that sufficient visibility splays at the site's vehicle exit are unlikely to be achieved given the gradient and proximity of neighbouring boundaries. Without adequate visibility splays the development will only increase the risk to highway safety and to other users of the highway
within the vicinity.
Parking spaces have been demonstrated for the existing dwelling and the proposed dwelling to the rear, however it is unclear whether emergency, delivery and refuse vehicles can access, turn and egress the site in a forward gear. In view of the above and given the limited information provided the development is contrary to policy TRANS5 of the South Oxfordshire Local Plan 2035 and paragraphs 110 to 112 of the NPPF.
