The site is not an allocated site for residential development within the South Oxfordshire Local Plan 2035 or within the made Chalgrove Neighbourhood Plan. The site lies outside the built-up limits of Chalgrove in an isolated location . The mobile homes do not meet the exception criteria as out in policy H1-3. i) - viii) of the South Oxfordshire Local Plan. As such the development is contrary to policies H1 and STRAT1 of the South Oxfordshire Local Plan 2035 and policy C1 of the Chalgrove Neighbourhood Plan
The accessibility of the site is poor, being highly dependent upon car use; there is no practical opportunity to use public transport. The location of the site is, therefore, considered unsustainable in transport terms. The recently adopted Local Transport and Connectivity Plan (LTCP) sets out the County Council's aims, policies and objectives for ensuring future developments are designed appropriately to ensure more sustainable travel modes are at the forefront. The reliance on the private vehicle therefore takes away from these aims and objectives. The development results in residents having to walk on the verge/carriageway with no system of streetlighting which can only increase the risk to highway safety and to the safety of other users of the highway in the vicinity. As such it is contrary to polies TRANS2 and TRANS5 of the South Oxfordshire Local Plan 2035 and the County Councils LTCP document and the National Planning Policy Framework.
No appropriate contamination assessment has been submitted with the planning application to establish the potential for land contamination. As such the application is contrary to policy ENV11 of the South Oxfordshire Local Plan 2035.
The site lies in a generally open and rural location which is predominantly agricultural in nature. The siting of 3 mobile homes with the associated access, parking and domestic gardens harms the rural landscape. The development does not physically and visually enhance or complement the surroundings. As such the development is contrary to policies ENV1 and DES2 of the South Oxfordshire Local Plan and policy C2 of the made Chalgrove Neighbourhood Plan
