Due to the design, scale, mass and position of the rear dormer window, which forms a prominent feature when viewed from the public vantage points, it represents a visually incongruous and inappropriate form of development, which is at odds with the simple form of the existing dwelling. As such, the development is out of keeping with, and harms the character and appearance of the existing dwelling and the surrounding area. It is therefore, contrary to Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035, Policies D1 and D1a of the Sonning Common Neighbourhood Plan 2016 and technical guidance set out in the adopted Joint Design Guide 2022.
