The proposed outbuilding, by virtue of its siting would not relate well to the main dwelling or approved ancillary structure on this site. The building would extend the built form across an open part of the site where views through the site towards the listed building are currently possible. The relationship of this building to an approved larger outbuilding would have an enclosing effect on this area of the conservation area, eroding the verdant character of the site and the street scene and introducing further built form, contrary to the site's openness. The approved outbuilding benefits from a set back position and a closer relationship to historic agricultural buildings adjacent to the site which soften its visual impact. This is not the case with the proposed outbuilding. Another structure on this site as proposed and separated from the approved building would erode the openness of the site and the contribution it makes to the Lewknor Conservation Area and the setting of the Grade II listed building. As such, the proposal would result in harm to the significance of the designated heritage assets contrary to Policies ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035, advice at Paragraph 5.56 of the Joint Design Guide and advice at Paragraph 202 of the NPPF.
The arboricultural information submitted with this application refers to a previous application and is not relevant to this application. The application therefore fails to demonstrate that the proposal could be implemented without having an adverse impact on the adjacent trees. As such, the proposal fails to demonstrate compliance with Policy ENV1 of the South Oxfordshire Local Plan 2035 and BS 5837:2012.
