Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 01, 02, 04, 05, 03 Rev C and 100 PL, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The applicant, or their agents or successors in title, shall be responsible for organising and implementing an archaeological watching brief, to be maintained during the period of construction/during any groundworks taking place on the site. The watching brief shall be carried out by a professional archaeological organisation in accordance with a Written Scheme of Investigation that has first been approved in writing by the Local Planning Authority. Reason: To secure the protection of and proper provision for any archaeological remains in accordance with Policy ENV9 of the South Oxfordshire Local Plan 2035. Related application(s): P22/S3677/DIS

Following the approval of the Written Scheme of Investigation referred to in condition 4, no development shall commence on site without the appointed archaeologist being present. Once the watching brief has been completed its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority within two years of the completion of the archaeological fieldwork. Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy ENV9 of the of the South Oxfordshire Local Plan 2035. The surface water drainage scheme shall be implemented in accordance with the details agreed under Drainage Strategy Proposed drwgno 100 PL, Site Plan Proposed drwgno 003 Rev C and the Surface Water Infiltration document prior to the first use of the development hereby approved. Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.

No lighting shall be installed at the development hereby approved until a lighting scheme has been submitted to and approved in writing by the Local Planning Authority. The scheme shall be designed in accordance with the Institute of Lighting Professional Guidance for the reduction of obtrusive light, Bats and artificial lighting in the UK (Guidance Note 08/18) to avoid obtrusive light spill onto adjacent natural habitats. Details shall include: a) Details of all the equipment uses, specific lamps, luminaries and columns with images. b) For each luminaire a full technical specification (e.g. wattage, colour rating) c) Isolux diagrams overlaid over the site and adjacent areas d) Details of lighting operation hours and months of year e) Details of lighting control mechanisms (e.g. PIR sensors, fixed switches, etc.) Any such lighting shall be implemented in accordance with the approved details and directed downwards to prevent light spillage. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies ENV1, ENV2, ENV3 and ENV12 of the South Oxfordshire Local Plan 2035.

Prior to the first use of the development hereby approved, a scheme for the landscaping of the wildflower strip at the site, including relevant seed mixes and appropriate methods of grassland establishment, shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented no later than the first available planting season following the granting of planning permission. Reason: To secure a net gain for biodiversity, in accordance with Policy ENV3 of the South Oxfordshire Local Plan 2035. Related application(s): P22/S3677/DIS

Concurrent with the submission of the details of the proposed landscape works required by Condition 8, a maintenance schedule and a long term management plan for a minimum of 30 years, for the wildflower strip shall be submitted to and approved in writing by the Local Planning Authority. The Landscape Management Plan shall include: a) Details of long term design principles and objectives. b) Management responsibilities, maintenance schedules and remediation actions in the event of failure. c) A plan detailing which areas of the site the Landscape Management Plan covers and also who is responsible of the maintenance of the other areas of the site. d) Summary plan detailing different management procedures for the types of approved landscaping. The schedule and plan shall be implemented in accordance with the agreed programme. Reason: To secure a net gain for biodiversity, in accordance with Policy ENV3 of the South Oxfordshire Local Plan 2035. Related application(s): P22/S3677/DIS

No construction activity or storage of materials shall take place within 10 metres of the top bank of the water course to the north of the menage. This "construction and storage exclusion zone" shall be delineated with temporary fencing prior to the commencement of any works and shall remain in situ until completion of all works. Reason: To protect the nearby watercourse in accordance with Policy ENV4 of the South Oxfordshire Local Plan 2035.
