The proposed installation of an electric vehicle charging point is considered to unacceptably harm highway safety by reducing the width of the pavement, creating a trip hazard for pedestrians and encouraging parking close to a junction. The benefits of the proposal is considered not to outweigh the harm to highway safety so it is concluded that the application is contrary to the development plan, in particular policy TRANS5, and the National Planning Policy Framework.
