Conditions / Refusal Reasons
The site is situated within the open countryside away from local services and facilities. It would be accessed via a single track which is already heavily used by customers of the farm shop to the north-west. The development would therefore create a harmful impact on vehicle and pedestrian safety along the narrow single track to the north-west particularly as the site has limited access to public transport. The intensification of the single access track is unsuitable for the increased diversification of uses at Newell's Farm. Increased private vehicular usage would exceed vehicular capacity of the single-track road and cause undue highway safety at or within the vicinity of the Newington Road, Newells Close and Bear Lane junction. The development therefore fails to accord with policy EMP10 and TRANS5 of the SOLP and paragraphs 105, 110, 111, and 112 of the NPPF.
