Conditions / Refusal Reasons
Due to the design, scale, width and position of the proposed rear dormer window the proposal would form a prominent feature when viewed from the public vantage points. Rear dormers are uncharacteristic of the existing property and properties of a similar type and design in the immediate surrounding area. The proposed dormer would represent a visually incongruous and inappropriate form of development, at odds with the traditional architectural form of the historic terrace. The proposed development would also result in unacceptable harm to the character and appearance of the host building and would fail to preserve or enhance the character or appearance of the conservation area. As such, it would conflict with Policies DES1, DES2, H20, ENV6 and ENV8 of the South Oxfordshire Local Plan 2035, Policies DSQ1 and EN5 of the Joint Henley and Harpsden Neighbourhood Plan 2015, and the technical guidance set out in the South Oxfordshire Design Guide 2016.
