The proposed development would introduce a dwelling that would be significantly larger in height, width and depth than that previously granted planning permission. The increased bulk and massing would detract from the character and appearance of the locality and the setting of this part of the village within the Chilterns AONB. It would also fail to preserve or enhance the character and appearance of the adjacent Whitchurch-on-Thames Conservation Area. As such, the proposal would be in conflict with the provisions of Policies DES1, DES2, ENV1, ENV6 and ENV8 of the South Oxfordshire Local Plan 2035 and advice contained within the South Oxfordshire Design Guide 2016 and the aims and objectives of the NPPF 2021.
The development to which this refusal relates has not demonstrated how the development will achieve at least a 40% reduction in carbon emissions compared with code 2013 Building Regulations. As such, the development does not comply with the requirements of Policy DES10 of the South Oxfordshire Local Plan 2035.
