Although the application site comprises a parcel of land within the village boundary of Sydenham East, as defined in the Sydenham Neighbourhood Plan, the proposed development would not represent infill development as defined by Policy H16 of the South Oxfordshire Local Plan 2011. Instead, it would result in a south-westwards extension of residential built form along Sydenham Road, which would erode the existing soft edge of the settlement, thereby failing to respect the rural character and appearance of the site and its surroundings and the landscape setting of Sydenham. Furthermore, the location of the proposed development in relation to nearby services and facilities and public transport links would discourage future occupiers from using public transport, walking and cycling as an alternative to the private car. As such, the proposal would be environmentally and socially unsustainable, contrary to Policies STRAT1, H1, H16, ENV1 and TRANS5 of the South Oxfordshire Local Plan 2035 and advice contained within the NPPF and NPPG.
