The development fails to complement its surroundings and as such it is contrary to policies DES1 & 2 of the South Oxfordshire Local Plan 2035, the South Oxfordshire Design Guide 2016 and paragraph 130 of the National Planning Policy Framework and planning permission should be refused in accordance with paragraph 134.
