The development hereby permitted shall begin no later than two years from the date of approval of the last of the reserved matters to be approved. Reason: By virtue of Section 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Notwithstanding the details shown on the approved elevations (DES/096/201 Rev 1) and the site sections (DES/096/109 Rev 3), level access shall be provided to the lobby access doors and the youth room exterior doors in accordance with the Community Centre Specification attached to the S106 Agreement. Reason: To avoid any ambiguity over the approved elevations and site sections and to make adequate provision for those whose mobility is impaired, in accordance with Policies TRANS2 and TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the commencement of development, a detailed surface water and foul water drainage plans shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details prior to the first occupation of the development hereby approved. Reason: To prevent pollution and flooding in accordance with Policies ENV12 and EP4 of the South Oxfordshire Local Plan 2035. Related application(s): P23/S2525/DIS

Prior to their implementation on site, details (to include type, size and appearance) of the two 'bridge crossing' points over the drainage ditch, as shown on the Drainage Infrastructure Plan Phase 3 708/130 Rev D shall be submitted to and approved in writing by the Local Planning Authority. The bridge design and implementation methodology must demonstrate how they will be constructed to avoid harm to the adjacent protected trees. The bridges shall thereafter be implemented in accordance with the approved details prior to the first occupation / use of the Community Centre. Reason: As these details have not been provided as part of the planning application material and are required to ensure the appropriate assimilation of the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035. The community centre hereby approved shall be implemented and operated in accordance with the noise mitigation plan detailed in the Noise Impact Assessment Report, Willowbrook Community Centre, Energist UK, 26/11/2020 Reason: To safeguard the amenities of the occupiers of the proposed development in accordance with Policy ENV12 of the South Oxfordshire Local Plan 2035.

Prior to the first use of the development hereby approved, visibility splays from the means of access along the adjacent carriageway shall be provided in accordance with the provided drawings. Within the visibility envelopes, there shall be no obstructions whatsoever, inclusive of trees/planting/vegetation and/or boundary treatments above 600mm in height. Reason: To provide and maintain adequate visibility along the adjacent carriageway, in the interest of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the first use of the development hereby approved, the proposed parking and turning areas shall be provided in accordance with the approved plans and shall be constructed, laid out, surfaced, drained and completed compliant with sustainable drainage (SuDS) principles and thereafter, be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Before commencement of any works, details of cycle parking to be provided to serve the development, shall be submitted to and approved in writing by the Local Planning Authority. Thereafter, the agreed cycle parking shall be provided before first occupation of the development and be maintained and retained all times. Reason: To encourage the use of cycles as a means of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035. Related application(s): P23/S2524/DIS

Prior to the first use of the development hereby approved, the whole of the estate roads and footpaths (except for the final surfacing thereof) that will serve the community centre shall be laid out, constructed, lit and drained and if required temporary or permanent traffic calming shall be put in place in accordance with Oxfordshire County Council's Specifications. Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development, in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

No development shall be occupied until confirmation has been provided that either: (1) capacity exists off site to serve the development, or (2) a development and infrastructure phasing plan has been agreed with the Local Authority in consultation with Thames Water, or (3) all wastewater network upgrades required to accommodate the additional flows from the development have been completed. Where a development and infrastructure phasing plan is agreed, no occupation shall take place other than in accordance with the agreed development and infrastructure phasing plan. Reason: As network reinforcement works may be required to accommodate the proposed development and any reinforcement works identified will be necessary in order to avoid sewage flooding and/or potential pollution incidents, in accordance with Policies ENV12 and EP4 of the South Oxfordshire Local Plan 2035.
