The proposed development would involve significant works to the roof structure and internal spaces of the outbuilding. It is reasonably likely that bats are roosting in the roof structure of the outbuilding, and that significant adverse impacts would occur to those roosting bats. In the absence of a preliminary roost assessment and/or emergence/re-entry surveys, the Council has been unable to determine whether bats are likely to be impacted by the proposed development, and what ecological mitigation or compensation will need to be secured as part of any permission granted. As such the proposed development is contrary to the aims and objectives of Policy ENV2 of the South Oxfordshire Local Plan 2035 and advice contained within Paragraphs 174 & 180 of the NPPF and Paragraph 99 of Circular 06/2005.
