Refusal of Planning Permission 1 : Having regard to their domestic character and positioning across the first floor of the south east elevation fronting the highway, the windows proposed would form a prominent feature which would detract from the overall appearance of the historic stable buildings and their prevailing agricultural character following conservation. Whilst there is some identifiable planning gain to be had through the improvement of natural light within the living accommodation at the property, when weighed against the special historical and architectural interest of the existing building and the contribution it makes to the surrounding Aston Rowant Conservation Area, the proposal would result in an unacceptable level of harm to the character and appearance of these designated and non-designated heritage assets. As such, the proposal would be contrary to polices STRAT1, DES1, DES2, DES6, ENV6, ENV8 and H20 of the South Oxfordshire Local Plan 2035.
