Description
Reserved matters application for 57 dwellings following outline application ref. P15/S2902/O for details of the appearance, landscaping, layout and scale. Outline planning application with details of the means of access only to be considered for a new and integrated neighbourhood to the northeast of Didcot of up to 1880 homes (with up to 40% being Affordable Housing) and comprising: (i) two new primary schools; (ii) a new secondary school; (iii) a new leisure/sports facility and sports pitches, including a pavillion; (iv) a neighbourhood centre comprising: a 1500 sqm Class A1 (shop) use; up to 5 units, each up to 200 sqm, of small flexible units within Classes A1, A2, A3, A4 or A5; a Class A4 or A3 or mixed use Public House/restaurant; a Class C1 hotel; and a Class D1 non-residential institutional use (for example a creche or childrens day nursery); (v) a new community hall; (vi) a Class C3 residential Extra Care Housing facility; (vii)new areas of green infrastructure including amenity green space, allotments and children's play areas; and (viii) a comprehensive suite of other supporting town-wide and site-specific associated infrastructure. Notwithstanding the details shown on approved Planting Plans CH014-003D and CH014-006D, the planting proposed for the area of public open space (to the north of Plots 389 and 390) and alongside to the Public Right of Way (adjacent to Ladygrove Farm) shall be submitted to approved in writing by the Local Planning Authority prior to the above commencement of development. The planting shall thereafter be implemented in accordance with the approved details. Reason: As amendments are required to these planting plans to help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035. Details of the seating proposed for the area public open space (north of Plots 389 and 390) shall be submitted to and approved in writing by the Local Planning Authority prior to their installation on site. The seating shall thereafter be implemented in accordance with the approved details prior to the first occupation of any dwellings. Reason: As these details have not been provided as part of the planning application material and are required to ensure the appropriate assimilation of the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035. Prior to their implementation on site, details (to include type, size and appearance) of the two 'bringing crossing' points over the drainage ditch, as shown on the Drainage Infrastructure Plan 708/130D shall be submitted to and approved in writing by the Local Planning Authority. The bridges shall thereafter be implemented in accordance with the approved details prior to the first occupation of any dwellings. Reason: As these details have not been provided as part of the planning application material and are required to ensure the appropriate assimilation of the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035. Prior to first occupation, a full set of private drainage layout drawings covering the site subject to this application shall be submitted to the Local Planning Authority. Reason: To ensure that the application is accompanied by a complete set of private drainage layout plans, in accordance with Policy INF4 of the South Oxfordshire Local Plan 2035. Prior to the above ground commencement of development a lighting and street furniture plan, to include the street trees and planting shown on the approved planting plans, shall be submitted to and approved by the Local Planning Authority thereafter the approved provisions shall be included in the estate road design and provided accordingly. Reason: In the interest of transport sustainability and in accordance with Policies DES1 and TRANS5 of the South Oxfordshire Local Plan 2035. Related application(s): P23/S1214/DIS

Prior to the above ground commencement of development, a plan identifying pedestrian desire lines and incorporating uncontrolled pedestrian crossings, dropped kerbs and tactile pathing, shall be submitted to and approved by the Local Planning Authority, thereafter the approved provisions shall be included in the estate road design and provided accordingly. Reason: In the interest of transport sustainability and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan.

Details of the cycle parking facilities (stands and storage facilities) shown on drawing no. DES/068/105 Rev C Parking Strategy shall be submitted to and approved in writing by the Local Planning Authority prior to the occupation of the development hereby approved. Reason: To encourage the use of cycles as a means of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035. Related application(s): P23/S1212/DIS

Before any of the dwellings hereby permitted are first occupied, the proposed vehicular accesses, driveways, parking and turning areas that serve those dwellings shall be constructed, laid out, surfaced and drained in accordance with the submitted plans. Reason: In the interests of highway safety and convenience, ensuring safe and practical access, in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Before any of the dwellings hereby permitted are first occupied, the proposed estate roads and footpaths between that dwelling and the existing public highway shall be constructed and surfaced in accordance with the approved plans. Reason: In the interests of highway safety and convenience, ensuring safe and practical access in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

Prior to the first beneficial use of any junction of estate roads or footway crossover, visibility splays shall be provided and retained, in accordance with submitted plan DES-068-109-C Visibility Plan, without obstruction above a height 0.6m. Reason: In the interests of highway safety in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

The garages hereby approved (with the exception of Plots 389, 390 and 395) shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
