Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, except as controlled or modified by conditions of this permission:

Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the development hereby permitted shall only be constructed in the Materials Schedule dated October 2020 hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
The landscaping scheme as shown on the approved plan 3632_118_A_Detailed Landscape Proposals shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. This will include the trees outside of the red line but within the blue line. In the event of any of the soft landscaping so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, replacement planting, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
The landscaping hereby approved shall be maintained in accordance with the Landscape Management Plan dated May 2018 as approved by application P18/S1853/RM.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
The development shall be carried out in accordance with Arboricultural Implications Report dated May 2018 (SJA trees) Tree Protection Plan Drawing Nos: 18009-01 Rev A (Land North and South) as approved by application reference P18/3200/DIS.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
The development shall be carried out in accordance with the Biodiversity Enhancement Scheme dated April 2018 (ecosupport limited) as approved by application reference P18/3200/DIS.
Reason: To ensure that there is no net loss of biodiversity, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan 20351.
Prior to the first occupation of a dwelling its estate roads and footpaths shall be laid out, constructed, lit and drained in accordance with approved details.
Reason: In the interests of highway safety and convenience in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan 20-1048-006 A Site Plan Planning Layout and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority.
Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
Measures agreed in the Residential Travel Plan dated October 2019, as approved by application reference P19/S4082/DIS will also apply to the development hereby permitted.
Reason: To promote the use of non car modes of transport in accordance with Policy TRANS4 of the South Oxfordshire Local Plan 2035.
The development shall be carried out in accordance with the approved Construction Traffic Management Plan dated August 2018 Rev 0 approved by application reference P18/S3200/DIS.
Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
The hours of operation for construction and demolition works shall be restricted to 07:30-18:00 Monday to Friday and 08:00-13:00 on a Saturday, or as agreed by application P20/S2876/CHR. No work is permitted to take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority.
Reason: To ensure that the development is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.
The development shall be undertaken in accordance with the Written Scheme of Investigation Archaeological Excavation dated November 2018 agreed by application reference P18/3200/DIS and the Archaeological Excavation Report dated August 2019 agreed by application reference P19/S4082/DIS.
Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy ENV9 of the of the South Oxfordshire Local Plan 2035.
The development shall be undertaken in accordance with the Flood Risk Assessment and Foul & Surface Drainage Statement Replan Area Revision C dated September 2020 and the Permeable Paving Detail 5773:P120.
Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.
Unless otherwise agreed in writing by the Local Planning Authority fire hydrants shall be provided in accordance Site layout Drawing 50156361 agreed by application reference P19/S3261/DIS. Thereafter the fire hydrants shall be provided in accordance with the approved details prior to the first occupation of any part of the development and thereafter retained.
Reason: In the interests of fire safety in accordance with Policy INF1 of the South Oxfordshire Local Plan 2035.
