Variation of condition 2 - approved plans and 3 - materials (The existing house is painted brickwork. To improve the thermal efficiency of the house external insulation is proposed to be installed with a render finish applied. The garage is also proposed in a render finish to match the house. The appearance will be very similar to the painted brickwork. Rooflights have been added to the garage) on application ref. P18/S2887/HH (as amended by drwng no PA-07 Rev C and PA-08 Rev B to amend garage dimensions and roof materials received on 6 November 2020 and further amended by drwng no. PA-08 rev C to correct garage representation received on 18 November 2020)

Conditions / Refusal Reasons
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans PA-02 Rev A, PA-03 Rev A, PA-04 Rev A, PA-05 Rev A on application P18/S2887/HH and PA-01, PA-06 Rev B, PA-07 Rev C and PA-08 Rev C on application P20/S3420/HH, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, H13 and D1 of the South Oxfordshire Local Plan 2011.
The first floor window in the east side elevation of the development hereby permitted shall be glazed in obscure glass with a minimum of level 3 obscurity, and shall be fixed shut with the exception of a top hung openable fanlight, prior to the first occupation of the accommodation and it shall be retained as such thereafter.
Reason: To ensure that the development is not unneighbourly in accordance with Policies H13 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved, the two roof light windows in the west elevation of the extension hereby permitted shall be glazed in obscure glass with a minimum of level 3 obscurity, and shall be non-opening unless the parts of the window which can be opened are more than 1.7 metres above the floor of the room in which the window is installed. The windows shall be retained as such thereafter.
Reason: To ensure that the development is not unneighbourly in accordance with Policies H13 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan PA-02 Rev A, on application P18/S2887/HH, and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan PA-02 Rev A on application P18/S2887/HH and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority.
Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
That the existing garage building shown on approved plan PA-02 Rev A, on application P18/S2887/HH, to be removed, shall be demolished prior to the substantial completion of the new garage hereby approved.
Reason: To ensure satisfactory comprehensive development in accordance with Policy CSQ3 and CSNE2 of the South Oxfordshire Core Strategy 2027 and Policies G2, D1, GB4 of the South Oxfordshire Local Plan 2011.
