The application site lies in a visually prominent location, and the open and verdant frontage of the site is important to the setting, and character and appearance of the Stoke Row Conservation Area. The proposed garage, due to its siting, scale and height, would be visually prominent from the road and approach to the green from the east and would undermine the landscape qualities of the site and the positive contribution the site makes to the character and appearance of the Conservation Area and landscape qualities of the Chilterns Area of Outstanding Natural Beauty (AONB). As such the proposal would fail to preserve the character and appearance of the Conservation Area and would fail to conserve the landscape qualities of the AONB, and therefore, the proposal is contrary to Policies DES1, DES2, ENV8, and ENV1 of the South Oxfordshire Local Plan 2035, and guidance and policies contained within the South Oxfordshire Design Guide and National Planning Policy Framework.
