The proposed subdivision of the planning unit and siting of a new dwelling to the rear of the host dwelling would create a backland plot which is uncharacteristic of the relatively loose knit linear pattern of development seen along the northern side of Garden City. The immediate surrounding area is characterised by a combination of detached and semi detached dwellings, set back from the adjoining highway, on relatively good sized plots. The subdivision of the planning unit as proposed would fail to respect the existing settlement pattern and would result in a cramped form of development to the detriment of the character and appearance of the site and surrounding area. Furthermore, the layout proposed is not able to demonstrate there is sufficient space to provide well-designed external areas for either the host or proposed dwellings. As such the proposal is contrary to Policies CS1, CSTHA1 and CSQ3 of the South Oxfordshire Core Strategy 2027, Policies D1, D3, G2 and H4 of the South Oxfordshire Local Plan 2011 and Policies H5, ESDQ16, ESDQ18, ESDQ27 and ESDQ28 of the Thame Neighbourhood Plan, and guidance contained within the South Oxfordshire Core Strategy.
The proposed dwelling is to be made accessible via a narrow drive running beside the original dwelling and immediate neighbour to the north east. The proposed development would be likely to result in an unacceptable loss of amenity for the occupiers of the existing neighbouring dwellings due to the proposed design of the access road and traffic movements associated with the development. As such the proposal is contrary to Policy CSQ3 of the South Oxfordshire Core Strategy and Policies D4, G2, H4 and EP2 of the South Oxfordshire Local Plan 2011, Policies H5, and ESDQ16 of the Thame Neighbourhood Plan.
