Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 3699-205 Rev C, 3699-105, 3699-103A, 3699-104A, 3699-203 Rev C, 3699-204 Rev C, 3699-102, 3699-202 Rev B, 3699 - 200 Rev B, 3699-101, 3699-201 Rev B, 3699-100 and 3699-206 Rev B, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

The tree protection details as shown on the approved plan 3699/205C shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011

The surface water drainage scheme shall be implemented in accordance with the agreed details shown on the approved plan 3699/205C unless otherwise approved in writing by the Local Planning Authority. Reason: To ensure surface water is appropriately managed and to prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

The trees along the whole of the southern boundary and the southern third of the eastern boundary of the land shall be retained and any tree which may die or be seriously damaged or destroyed within 5 years of the completion of the development shall be replaced and the replacement shall be properly maintained. Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be implemented in accordance with all the recommendations stated in section 4.7 of the supporting Bat Survey Report (GS Ecology Ltd, 06/08/2020, Ref: ECO2591) submitted in support of the application. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: To protect the important species on the site and to minimise the impacts of development on biodiversity, in accordance with Policies C6 and C8 of the SOLP, Policy CSB1 of the SOCS and paragraphs 170 and 175 of the NPPF.

Prior to the commencement of the development hereby approved, including any demolition or stripping of materials, evidence of the successful receipt of a European protected species licence, or evidence of the successful registration of the site under the bat mitigation class licence, specific to this development, from Natural England, shall be submitted to the local planning authority. Reason: To protect the important species on site, in accordance with Policies C6 and C8 of the SOLP, Policy CSB1 of the SOCS and paragraphs 170 and 175 of the NPPF.
