The proposed development, by virtue of its scale, bulk and massing and amount of hard landscaping, would represent an over intensive overdevelopment of the site that would be out of keeping with the established character and appearance of the surrounding built form. As such, the proposal would be contrary to Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035, Policy DQS1 of the Joint Henley and Harpsden Neighbourhood Plan and advice contained within the South Oxfordshire Design Guide 2016 and the NPPF.
The proposed development, by virtue of the shortfall in private outdoor amenity space, the shading of internal and external living spaces and the limited areas available for soft landscaping, would provide a substandard quality of living environment for future occupiers of the proposed apartments. As such, the proposal would be contrary to Policies DES5 and DES6 of the South Oxfordshire Local Plan 2035, Policy DQS1 of the Joint Henley and Harpsden Neighbourhood Plan and advice contained within the South Oxfordshire Design Guide 2016 and the NPPF.
