Planning permission is refused as the proposed development conflicts with the character and appearance of the area and represents an uncharacteristically small planning unit within the context of the area. The proposed development also fails to adhere to the policies and guidance that seek to conserve and enhance the Chilterns Area of Outstanding Natural Beauty. As such the proposed development fails to adhere to saved policies D1, G2, H4 of the South Oxfordshire Local Plan, Policies CS1, CSQ3, CSEN1 and CSR1 of the South Oxfordshire Core Strategy, the National Planning Policy Framework and the guidance set out within the South Oxfordshire Design Guide.
