Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, LOC-001, 7256.101, 7256.102, 7256.103, 1952.G001, 1952.G002A, 1952.G003A, 1952.G004A, 1952.G005B, 1952.G006A, 1952.G007A, 1952.G008A, 1952.G009A, 1952.011, BLO 001 and 1952.G1010B, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

That the materials to be used for the external walls and roofs of the development hereby approved shall be of the same colour, type and texture as those used on the existing building(s). Reason: In the interests of the visual appearance of the development in accordance with Policies CS1, CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C4, CON7, D1, G2 and H13 of the South Oxfordshire Local Plan 2011 with the relevant weight afforded to Policies set out in the emerging South Oxfordshire Local Plan 2034.

The rooflights hereby approved shall be conservation rooflights and be set flush with the plane of the roof in which they are to be inserted. Reason: In the interests of the visual appearance of the development in accordance with Policies CS1, CSEN1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies C4, CON7, D1, G2 and H13 of the South Oxfordshire Local Plan 2011 with the relevant weight afforded to Policies set out in the emerging South Oxfordshire Local Plan 2034.

The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies D2, H13, T1 and T2 of the South Oxfordshire Local Plan 2011 with the relevant weight afforded to Policies set out in the emerging South Oxfordshire Local Plan 2034.

Prior to the commencement of the development hereby approved, evidence of the successful receipt of a European protected species licence, or evidence of the successful registration of the site under the bat mitigation class licence, specific to this development, from Natural England, shall be submitted to and approved in writing by the local planning authority. Reason: To protect the important species on site, in accordance with Policies C6 and C8 of the SOLP, Policy CSB1 of the SOCS and paragraphs 170 and 175 of the NPPF, with the relevant weight afforded to Policies set out in the emerging South Oxfordshire Local Plan 2034. Prior to the commencement of development, a full surface water drainage scheme, including details of the size, position and construction of drainage works, shall be submitted to, and approved in writing by, the Local Planning Authority. The drainage scheme shall be designed to accommodate a 1 in 10 year storm + 40% CC and will be implemented in accordance with the approved details prior to the commencement of the development hereby approved. Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011 with the relevant weight afforded to Policies set out in the emerging South Oxfordshire Local Plan 2034. Prior to the commencement of development, a full foul water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include details of the size, position and construction of the drainage scheme, all coupled with calculations to evidence this. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011 with the relevant weight afforded to Policies set out in the emerging South Oxfordshire Local Plan 2034.
