The proposed development has not satisfactorily demonstrated that it would be possible to achieve an adequate amenity space which would be practicably usable for occupants of both the proposed and existing residential units. This would significantly harm any occupant's quality of living and amenity through the overdevelopment of the site. As such, the proposal would be contrary to saved Policies H4 and D3 of the South Oxfordshire Local Plan 2011 and advice at Paragraph 109 of the NPPF.
