Conditions / Refusal Reasons
The proposed development would result in a dwelling of significantly larger proportions than the existing annexe. The proximity of this dwelling to both the road, where it would be closer than any other two storey dwellings in the vicinity and proximity to No's 8 and 9 would lead to a cramped form of development, out of keeping with the character and appearance of built form in the surrounding area. As such, the proposal would be contrary to Policy CSQ3 of the South Oxfordshire Core Strategy and Policies G2, D1, H4 of the South Oxfordshire Local Plan 2011 and advice contained within Section 7 of the South Oxfordshire Design Guide 2016.
The increased bulk and massing of the proposed development would project beyond the rear building line of the adjacent bungalow, No.8 Chiltern Bank. This would result in a significant loss of daylight and outlook to the rear aspect of No.8 and in particular the small rear garden that serves this adjoining dwelling. This would have an overbearing and oppressive impact, which would detract from the residential amenity of the neighbouring occupiers to an unacceptable degree. As such, the proposal would conflict with Policies G2, D4 & H4 of the South Oxfordshire Local Plan 2011.
