The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 003 C1, SK100, OP008, OP009, OP007, OP003, OP004, OP001, OP002, OP005, 001 C1, 002 C1, 005 C1, 006 C1 and 004 C1, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the commencement of the development a professional archaeological organisation acceptable to the Local Planning Authority shall prepare an Archaeological Written Scheme of Investigation, relating to the application site area, which shall be submitted to and approved in writing by the Local Planning Authority Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies G2, CON11, CON13, CON14 and E5 of the South Oxfordshire Local Plan 2011.

Following the approval of the Written Scheme of Investigation referred to in condition 3, the archaeological evaluation and mitigation shall be carried out by the commissioned archaeological organisation in accordance with the approved Written Scheme of Investigation. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority. Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.

No materials, plant, temporary structures or excavations of any kind shall be deposited / undertaken on or adjacent to the Public Right of Way that obstructs the public right of way whilst development takes place other than that approved by a Temporary Traffic Regulation Order. Reason: In the interests of highway safety and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

No development shall take place until a Construction Transport and Environmental Management Plan (CTEMP) that is in accordance with the approach outlined in the Draft Construction Traffic and Environmental Management Plans has been submitted to and approved in writing by the local planning authority. This shall deal with the treatment of any environmentally sensitive areas, as well as a plan detailing the works to be carried out showing how the environment will be protected during the works. Such a scheme shall include details of the following: - The timing of the works. - Construction methods. - Construction compound locations, parking and turning areas - Any necessary mitigation for protected species. - Any necessary pollution protection methods. - A map or plan showing habitat areas to be specifically protected during the works. - Information on the persons/bodies responsible for particular activities associated with the CTEMP that demonstrate they are qualified for the activity they are undertaking. The works shall be carried out in accordance with the approved CTEMP. Thereafter the development shall be carried out in accordance with the approved CTEMP. Reason: In order to ensure the protection of wildlife and the supporting habitat, and secure opportunities for the enhancement of the nature conservation value of the site and in the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027 and Policies C6, C8 and T1 of the South Oxfordshire Local Plan 2011.

Tree 4 (tag number 1775) at the Overy Mead site, as identified on drawing TSP1 (dated 20/11/2019) within the supporting Arboricultural Report an Tree Condition Survey (Earth Trust River of Life II Project at Overy Mead, Ruskins Tree Consultancy, November 2019 updated February 2020, Ref: 1119-8082), shall not be removed until a report containing the results of a minimum of two bat activity surveys, as recommended in Table 10 of the supporting Ecological Assessment (Earth Trust River of Life II: Overy Mead, Ecoconsult Ltd, November 2019, Report Version: 2740_29.11.19), has been submitted to and approved in writing by the local planning authority. This report shall determine whether a European protected species licence is required to remove tree 4 lawfully and propose a suitable mitigation strategy, if required. Thereafter, the removal of tree 4 shall be implemented in accordance with the approved details. Reason: To minimise the impacts of development on biodiversity, in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027, Policies C6 and C8 of the South Oxfordshire Local Plan 2011, policy DoT 4 of the Dorchester on Thames Neighbourhood Plan, Policy LW6 of the Long Wittenham Neighbourhood Plan and paragraph 170 of the NPPF.

The development hereby permitted shall be implemented in accordance with the following: - Clifton Meadows in accordance with the ecological mitigation measures stated in Table 19 of the supporting Ecological Assessment (Earth Trust River of Life II: Clifton Meadows, Ecoconsult Ltd, November 2019, Report Version: 2740_29.11.19); - Church Farm in accordance with the ecological mitigation measures stated in Table 9 of the supporting Ecological Assessment (Earth Trust River of Life II: Church Farm, Ecoconsult Ltd, November 2019, Report Version: 2740_29.11.19); - Overy Mead in accordance with the ecological mitigation measures stated in Table 10 and sections 6.4.3 to 6.4.5 (inclusive) of the supporting Ecological Assessment (Earth Trust River of Life II: Overy Mead, Ecoconsult Ltd, November 2019, Report Version: 2740_29.11.19). Reason: To minimise the impacts of development on biodiversity, in accordance with Policy CSB1 of the South Oxfordshire Core Strategy 2027, Policies C6 and C8 of the South Oxfordshire Local Plan 2011 and paragraph 170 of the NPPF.

The developer shall confirm in writing to the Local Planning Authority the presence of any unsuspected contamination encountered during the development. In the event of any contamination to the land and/or water being encountered, no development shall continue until a programme of investigation and/or remedial works to include methods of monitoring and certification of such works undertaken has been submitted to and approved in writing by the local planning authority. Reason: To ensure that any ground, water and associated gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.
