Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 2c and 3c, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

That the materials to be used for the external walls and roofs of the development hereby approved shall be of the same colour, type and texture as those used on the existing building. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies H13, G2 and D1 of the South Oxfordshire Local Plan 2011.

The proposed rooflight window serving the master bedroom in the south west (side) elevation of the extension hereby permitted shall either be glazed in obscure glass with a minimum of level 3 obscurity and fixed shut, or positioned so that the cill level is more than 1.7 metres above the floor level of the bedroom, prior to the first occupation of the accommodation and it shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly in accordance with Policies G2, D4 and H13 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking or re-enacting that Order), no window(s), door(s) or other openings other than those shown on the approved plans shall be inserted at any time in the roof or any first floor elevation of the development hereby permitted. Reason: To safeguard the amenities of the occupiers of adjoining properties and in the interests of the visual appearance of the development and the character of the area in accordance with Policies G2, D4 and H13 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan 3C and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and in accordance with Policies G2, D2, H13, T1 and T2 of the South Oxfordshire Local Plan 2011.

The development shall be implemented in accordance with the flood resilience measures set out in the Planning Statement prepared by The John Phillips Planning Consultancy submitted with this application. Reason: In order to mitigate flood risk, in accordance with advice within the National Planning Policy Framework and the Environment Agency's Flood Risk Standing Advice.
