Conditions / Refusal Reasons
The proposed development would, by virtue of its size, position and appearance, represent an over intensive overdevelopment of the site, resulting in an unduly prominent form of development that would be out of keeping with the established character and appearance of the surrounding built form, including the adjacent Henley Main Conservation Area. As such, the proposal would be contrary to Policies DES1, DES2, ENV6 and ENV8 of the South Oxfordshire Local Plan 2035, Policy DQS1 of the Joint Henley and Harpsden Neighbourhood Plan and advice contained within the South Oxfordshire Design Guide 2016 and the NPPF.

The proposed development would, by virtue of a substandard parking arrangement, add to pressure on designated town centre on-street parking and result in indiscriminate parking in the locality and conditions prejudicial to highway and pedestrian safety. As such, the proposal would be in conflict with Policy TRANS5 of the South Oxfordshire Local Plan 2035, Policy T1 of the Joint Henley and Harpsden Neighbourhood Plan, and advice contained within the NPPF.
