The proposal for 56 bed care home would result in an institutional C2 use on a site allocated for a mixture of open market and affordable dwellings in the Joint Henley and Harpsden Neighbourhood Development Plan. The development also incorporates the provision of 10 x 1 bed affordable units however the proposal does not meet the needs required by Core Strategy policies CSH3 and CSH4. The development will not therefore meet the identified needs for housing as set out in the Council's housing policies and the provision set out in the Neighbourhood Development Plan. The proposal is contrary to general objectives and policies H1, H3 and SP9 of the Joint Henley and Harpsden Neighbourhood Development Plan, and Policies CS1, CSH3, CSH4 and CSHEN1 of the South Oxfordshire Core Strategy and the NPPF.

The proposal comprising the buildings for a  56 bed care home and a block of 10 x 1 bed affordable units results in poor and inadequate landscaping and tree planting for the site, the appearance of over-dominant car parking, poor amenity and privacy for proposed residents and an unneighbourly development in relation to number 5 Deanfield Avenue. The intense nature of the built development on the site in an incongruous design is inadequately screened and assimilated into the local environment and street scene. The proposed development would appear cramped and represents overdevelopment of the site contrary to policies D1, D2, D3, and D4 of the South Oxfordshire Local Plan 2011, policy CSQ3 of the of the South Oxfordshire Core Strategy and policy DQS1 of the Joint Henley and Harpsden Neighbourhood Development Plan.

In the absence of a completed S106 legal agreement, the application fails to secure affordable housing and infrastructure necessary to meet the needs of the development. Accordingly, the proposed development would be contrary to policy CSI1 of the South Oxfordshire Core Strategy and saved policies D12 and CSH3 of the South Oxfordshire Local Plan 2011, as well as the National Planning Policy Framework.
