The proposed development has not satisfactorily demonstrated that it would be possible to achieve an off-street parking layout with adequate visibility splays for the existing and proposed dwelling, due to the likelihood of any splays crossing third party land and the height of the intervening boundary fencing. Furthermore, vehicular tracking has not been verified so as to ensure that any off-street parking spaces would be practical for use given the narrow carriageway width fronting the site and it is uncertain as to whether vehicular and pedestrian access would be obstructed by waste storage and collection arrangements. As such, the proposal would result in an unacceptable impact on highway and pedestrian safety and would be in conflict with saved Policies G2, H4 and T1 of the South Oxfordshire Local Plan 2011 and advice at Paragraph 109 of the NPPF.
