Conditions / Refusal Reasons
The proposed development would be reliant on a substandard vehicular and pedestrian access in terms of visibility splays, width and gradient with no opportunity for improvements to be provided onto a busy, classified carriageway. Furthermore, it is unlikely that practical access from the existing vehicular access/egress would be achievable without multiple manoeuvres due to the geometry of the access at the highway. As such, the proposal would result in an unacceptable impact on highway and pedestrian safety and would be in conflict with saved Policies H4 and T1 of the South Oxfordshire Local Plan 2011 and advice at Paragraph 109 of the NPPF.
