Owing to its location outside the built up limits of a recognised settlement, the proposed dwelling on the application site would not meet the definition of infill development. As such the development would be unacceptable in principle, contrary to Policies CSS1 and CSR1 of the South Oxfordshire Core Strategy 2012 and saved Policy H4 of the South Oxfordshire Local Plan 2011.

Owing to its design, scale and form, the proposed development would fail to respond positively to or respect the character and appearance of the site and the surrounding area. It would introduce a visually unattractive and uncharacteristic form of development, which would fail to conserve or enhance the landscape or scenic beauty of this part of the Chilterns Area of Outstanding Natural Beauty. The development would therefore be contrary to Policies CSQ3 and CSEN1 of the South Oxfordshire Core Strategy 2012, saved Policies D1, G2, G4 and H4 of the South Oxfordshire Local Plan 2011 and the National Planning Policy Framework.
