Having regard to the size, scale and bulk of the proposed rear/side extensions, the proposal would result in an incongruous and intrusive addition, which would detract from the character and appearance of the existing dwelling, which is a heritage asset. As such, the proposal would be contrary to policies D1, G2 and H13 of the South Oxfordshire Local Plan 2011, policies CSEN3 and CSQ3 of the South Oxfordshire Core Strategy, the advice in the South Oxfordshire Design Guide 2016 and paragraph 197 in the National Planning Policy Framework.
That having regard to its size, height, scale, bulk and siting in close proximity to the boundary of the adjoining property to 8 Park Corner, the proposed development would have an overbearing impact upon the occupiers of this adjoining property contrary to Policy H13 of the South Oxfordshire Local Plan 2011.
