The application seeks permission to use the existing vehicular access arrangements for the proposal approved under planning ref P18/S2800/FUL. The approved scheme included a new access with acceptable visibility splays in both directions. In this current proposal, given the gradients of the carriageway and the access, the proposed visibility splay to the right hand side on the egress from the access is not achievable at driver's level. Given the fast, busy nature of the classified road, this does not meet standards and would increase the risk to Highway Safety and to other users of the Highway. It is considered that the traffic impact of this proposed development would be unacceptable and would meet the NPPF criteria of 'severe harm' . This would be contrary to saved policy T1 of the South Oxfordshire Local Plan 2011 and to advice contained within the National Planning Policy Framework.
