Conditions / Refusal Reasons
The proposed housing scheme fails to provide any on-site affordable housing, without adequate justification for this departure from the Development Plan. As such, the proposal is contrary to Policy CSH3 of the South Oxfordshire Core Strategy 2027; and Policy H3 and Primary Objective HO5 of the Joint Henley and Harpsden Neighbourhood Plan.
The proposed development would, by virtue of its visual bulk, massing and housing density, be out-of-keeping with the prevailing spacious, verdant character of Rotherfield Road and it would appear visually incongruous within the street scene. As such, the proposal is contrary to South Oxfordshire Core Strategy Policies CSEN3, CSQ3 and CSH2; South Oxfordshire Local Plan 2011 Policies D1, D3, and H4; Joint Henley and Harpsden Neighbourhood Plan Policy DQS1 and Paragraph 122, 127 and 130 of the National Planning Policy Framework.
