The application site lies within the countryside, forming part of the setting of Woodcote, rather than being a part of its built-up area. The current proposal to extend the built limits of the settlement would be contrary to the spatial strategy of the Development Plan and result in material harm to both the intrinsic natural beauty of the countryside and the special landscape character of the Chilterns Area of Outstanding Natural Beauty. As such, the development would be contrary to the National Planning Policy Framework, policies CS1, CSS1, CSR1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy, policies G2, G4, C4 and D1 of the South Oxfordshire Local Plan 2011 and policies H10 and D1 of the Woodcote Neighbourhood Plan. There are no overriding material planning considerations indicating that the Development Plan should be set aside
