The site lies within the Oxford green belt where there is a presumption against inappropriate development. The proposed new garage would increase the volume of built form on the site regardless of whether it related to the existing dwelling or the proposed replacement dwelling approved under planning ref P16/S1850/FUL. and would represent inappropriate development in the green belt. It would adversely affect the openness of the green belt and harm the character and appearance of the area. No very special circumstances exist to outweigh this harm. As such the proposal is contrary to policies CSEN2 of the South Oxfordshire Core Strategy and policies H12 and GB4 of the South Oxfordshire Local Plan.
