Having regard to the prominent position of the building at the south-east corner of the site, with a high degree of visibility from public vantage points, the District Council considers that the proposal would, by virtue of its scale, height and design, materially harm the open character of the site, the street scene and the landscape setting of the Pyrton Conservation Area. The proposal would therefore be at variance with the design objectives of the Development Plan, as expressed by Policy CSQ3 of the South Oxfordshire Core Strategy, Policies H13 and D1 of the Saved south Oxfordshire Local Plan 2011. The heritage impact would be contrary to Policy CSEN3 of the South Oxfordshire Core strategy, Policy CON7 of the South Oxfordshire Local Plan 2011 and Paragraph 196 of the National Planning Policy Framework
