Reserved matters Parcel SN03A (Phase 27 - 55 dwellings) and Parcel SN03BCD (Phase 28 - 244 dwellings). A mixed-use urban extension of 3300 new dwellings together associated local shops and services, leisure, open space and community facilities and transport, drainage and utility infrastructure.
Conditions / Refusal Reasons
The development hereby permitted shall begin no later than two years from the date of approval of the last of the reserved matters to be approved.
Reason: By virtue of Section 91 to 95 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans except as controlled or modified by conditions of this permission.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The garage accommodation hereby approved for Plots 594, 644, 653, 654, 719, 720 and 766 shall be retained as such and shall not be adapted for living purposes without planning permission from the Local Planning Authority.
Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
The details of the proposed bus gate to the Brown Land site shall be submitted and approved in writing by the Local Planning Authority prior to first occupation within Phase 27 (Parcel SN03A). The boundary between Parcel SN03A and Larch Drive (the Brown Land) shall be open to pedestrians from first occupation of Phase 27(SN03A) but permanently restricted to vehicular traffic until the bus gate mechanism has been implemented in full in accordance with the approved details and which will allow buses to pass.
Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A of the Order shall not be undertaken on the following plots without obtaining planning permission for the Local Planning Authority:
Plots 837 - 844 (inclusive) situated south-west of 53 - 73 Portway
Plots 854 - 868 (inclusive) situated north of Willow End
Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and privacy and sto prevent surface water flooding in accordance with NPPF Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 and D4 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order) the provision within the curtilage of the dwelling of any building, enclosure or swimming pool as described in Schedule 2, Part 1, Class E of the Order shall not be undertaken on the following plots without obtaining planning permission from the Local Planning Authority:
Plots 837 - 844 (inclusive) situated south-west of 53 - 73 Portway
Plots 854 - 868 (inclusive) situated north of Willow End
Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and privacy and to prevent surface water flooding in accordance with the NPPF, Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 and EP6 of the South Oxfordshire Local Plan 2011.
Any external lighting shall be designed and installed so the main beam angle is not directed towards any neighbouring properties. To prevent glare, the lighting sources (bulbs and reflectors) shall not be visible from any adjacent properties. The luminaire's front glazing shall be kept parallel to the ground surface (i.e. facing downwards). This scheme shall also ensure that light does not trespass into the windows of neighbouring properties.
Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order) the provision within the curtilage of any hardstanding as described in Schedule 2, Part 1, Class F of the Order shall not be undertaken on the following plots without obtaining planning permission from the Local Planning Authority:
Plots 837 - 844 (inclusive) situated south-west of 53 - 73 Portway
Plots 854 - 868 (inclusive) situated north of Willow End
Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition to ensure there is sufficient infiltration and drainage in garden areas in the interests of preventing surface water flooding in accordance with the NPPF and policy EP6 of the of the South Oxfordshire Local Plan 2011.
