Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 005 Rev E, 003 Rev F, 001 Rev A, 009, PP001, 007 Rev A, 008 Rev D, 004 Rev D and 002 Rev E, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, D1 and H13 of the South Oxfordshire Local Plan 2011.

The proposed rooflights on the first floor of the eastern side (rear) of the development hereby permitted serving the study and bedroom, shall be obscure glazed with a minimum of level 3 obscurity and fixed shut non-opening where below a height of 1.7 metres above the floor level of the rooms they serve, unless otherwise agreed in writing by the Local Planning Authority. Reason: To ensure that the development is not unneighbourly in accordance with Policies G2 and H13 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking or re-enacting that Order), no windows, doors or other openings other than those shown on the approved plans shall be inserted in the eastern and southern elevations of the development hereby permitted. Reason: To safeguard the amenities of adjoining occupiers in accordance with Policies G2 and H13 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as High Acres. Reason: As the separate occupation of the accommodation would represent an undesirable sub-division of the property and result in inadequate standards of amenity and privacy in accordance with Policy H13 of the South Oxfordshire Local Plan 2011.

The development hereby approved shall be implemented in accordance with the reasonable avoidance measures (RAMs) stated in section 5 of the supporting Preliminary Bat Inspection Survey Report (Keith Cohen, April 2018, Ref: KCE.119). Any variation from the approved RAMs will agreed in writing by the local planning authority prior to any such changes being implemented. Reason: To minimise the impacts of development on biodiversity, in accordance with Policies C6 and C8 of the South Oxfordshire Local Plan 2011, in addition to Policy CSB1 of the South Oxfordshire Core Strategy and Paragraph 109 of the NPPF.

A single bat box (Schwegler 1FF or similar) shall be erected on site in a suitable location. Thereafter, the box shall be retained on site. Reason: To secure a net-gain of biodiversity resource on site, in accordance with Policy C6 of the South Oxfordshire Local Plan 2011, Policy CSB1 of the South Oxfordshire Core Strategy and Paragraph 170 of the NPPF.
