The proposed siting of two residential dwellings in the proposed location would not constitute an infill scheme supported in principle by Policy CH H1 of the Chinnor Neighbourhood Plan. The scheme would represent an extension of the built-up limits of the settlement, contrary to the spatial strategy of the Development Plan as set out under Policies CSH1, CSS1 and CSR1 of the South Oxfordshire Core Strategy. There are no overriding material planning considerations indicating that the Development Plan should be set aside.
Having regard to the poor relationship with the existing pattern of housing within this part of Chinnor and to the unacceptable urbanising impact of the proposed development upon the rural character of the area, the scheme would fail to reinforce local distinctiveness and would harm the landscape setting of the settlement contrary to Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy and Policies G2, G4, C4 and D1 of the South Oxfordshire Local Plan 2011 and to guidance contained within the National Planning Policy Framework.
