Conditions / Refusal Reasons
That, having regard to the location of the site on the edge of Little Milton, the proposed erection of a new dwelling and the conversion of the existing garage, would extend and consolidate the liner development along Thame Road which would not meet the council's definition of infill development. The proposal would cumulatively result in a linear form of development along Thame Road which would be out of character with the existing compact core of the village. As such the development is contrary to policy CSR1 of the South Oxfordshire Core Strategy and policy LM1 of Little Milton Neighbourhood Plan.
That , having regard to the scale of the new dwelling on the edge of the village shown on plan ref TR 2017.02.06, it would be visually intrusive and adversely affect the character of the site and the surrounding area, failing to reinforce local distinctiveness. It would appear out of keeping with the nucleated character of the village. As such the proposal would be contrary to policy CSQ3 of the Core Strategy, policies H4 and D1 of the South Oxfordshire Local Plan and policy LM5 of the Little Milton Neighbourhood Plan.
Insufficient information has been submitted to demonstrate that the proposed development can be constructed without causing issues of highway safety in terms of adequate visibility splays, the provision of parking/manoeuvring areas to current standards and adequate access for no 20 Thame Road. As such the proposal is contrary to policies T1 and T2 of the South Oxfordshire Local Plan and policy LM11 of the Little Milton Neighbourhood Plan.
