The proposed alterations to the existing boundary treatment would fail to sufficiently alleviate the overly harsh urbanising impact of the existing unauthorised boundary fencing and as such would result in continued harm to the sylvan character of the Stoke Row Road street scene, contrary to the local distinctiveness of development in the area. The proposal would therefore be contrary to Policy CSQ3 of the South Oxfordshire Core Strategy, Policies G2, D1 and H4 of the South Oxfordshire Local Plan 2011, advice contained within Section 5 of the SODG 2016 and government guidance contained within the National Planning Policy Framework.
