The scale, position and fenestration of the proposed front extension would have an adverse impact on the architectural merit of the existing dwelling, itself a non-designated heritage asset, and would fail to preserve or enhance the character and appearance of the Watlington Conservation Area. The application proposal is contrary to Policies D1, G2, H13 and CON7 of the South Oxfordshire Local Plan 2011, Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy 2027, Policy P1 of the emerging Watlington Neighbourhood Plan 2033, and guidance contained within the National Planning Policy Framework and South Oxfordshire Design Guide.
