The proposal involves development outside of the identified village boundary of Brigthwell cum Sotwell and does not constitute infill development. The proposal would involve encroachment into the countryside eroding the important gap between the village of Brightwell cum Sotwell and the hamlet of Mackney detracting from the rural character and landscape setting of Brightwell cum Sotwell. The development is therefore contrary to policies CSEN1 and CSR1 of the adopted South Oxfordshire Core Strategy, saved policies G2, G4, D1 and C4 of the adopted South Oxfordshire Local Plan 2011 and Policy BCS1 and BCS11 of the Brightwell cum Sotwell Neighbourhood Plan.

The illustrative plan accompanying the application demonstrates that the proposal to site three dwellings on this small plot of land cannot provide for the minimum standards of amenity and parking the council would normally require. The resulting development would therefore appear cramped and at odds with the established character of the area and properties to the north, resulting in an overdevelopment of the site and harmful visual impact to the setting of the village. The development is therefore contrary to Policies CSEN1 and CSQ3 of the adopted South Oxfordshire Core Strategy, saved policies G2, G4, D1, D3, C4, H4 and T2 and Appendix 5 of the adopted South Oxfordshire Local Plan 2011 and Policy BCS9 of the Brightwell cum Sotwell Neighbourhood Plan and Section 6 and 7 of the South Oxfordshire Design Guide 2016.

That, in order to overcome the highway safety concerns the proposed engineering works to create the passing bays along Mackney Lane will alter the character and appearance of the Brightwell cum Sotwell Conservation Area to the extent that it will cause harm. The level of harm is caused by the over development of the application site which in itself has an adverse impact on the wider character of the area. The development is therefore contrary to Policy CSEN3 of the of the adopted South Oxfordshire Core Strategy, Policy CON7 of the adopted South Oxfordshire Local Plan 2011 and Policy BCS10 of the Brightwell cum Sotwell Neighbourhood Plan.
