The alteration would result in the footprint and volume increasing, and would therefore introduce a material change to the scale, footprint and design of the previously approved scheme, to the extent that the alteration is a material change. Further to this point, the addition would be located alongside the neighbouring property and would require a further assessment against residential amenity. Although it is noted that the proposed change could be carried out as permitted development, this could only be done once the replacement house had been substantially completed, and would therefore not be a viable fallback position in considering the non-material amendment. The alteration would introduce new planning considerations: a material change to the scale, footprint and design of the previously approved scheme and would constitute a material change in planning terms. On this basis the change cannot be considered as minor and inconsequential, and a further re-submission of the full planning application, or a householder application (at the point the property is substantially complete) would be required.
