Due to its excessive scale, massing and inappropriate design, the proposed extension would cause significant harm to the historic cottage character of the listed building and its setting. There is inadequate justification provided to demonstrate that this harm would be outweighed by any public benefits. As such, the proposal conflicts with Policies D1, G2, H13, CON7 and CON2 of the South Oxfordshire Local Plan 2011; Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy and advice within the National Planning Policy Framework.
The council considers it likely that the extension would encroach upon the Root Protection Area (RPA) for a mature Sycamore tree which makes an important contribution to the verdant character of the area. In the absence of technical information demonstrating that the proposal is acceptable in arboricultural terms, the proposal conflicts with policies C1, C6, C9 and CON7 of the South Oxfordshire Local Plan 2011, advice set out in the South Oxfordshire Design Guide and the supporting Trees and Development best practice guidance and BS 5837: 2012 (trees in relation to design, demolition and construction - recommendations)
