The application site lies within the countryside beyond the built up edge of the village. There is insufficient justification for the provision of residential accommodation as it has not been demonstrated that there is an essential need for a worker to live on the site in connection with the private equestrian use. As such the proposal fails to accord with Policy CSR1 of the South Oxfordshire Core Strategy and guidance contained within the National Planning Policy Framework.

The proposed development, due to its siting beyond the built up edge of the village, and its design, height, bulk and massing, would detract from the rural character and appearance of the site and would harm the landscape qualities of the Chilterns Area of Outstanding Natural Beauty contrary to Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy and Policies C4, G2, G4, D1 and R10 of the South Oxfordshire Local Plan 2011 and guidance contained within the National Planning Policy Framework.
