The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The development shall be carried out in accordance with the detailed plans showing the existing and proposed ground levels of the site and the slab levels of the proposed dwellings as shown on Drawing Nos: 0554-301-1 Revision A and 0554-301-2 Revision A. Reason: To ensure a satisfactory form of development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

The development shall be carried out in accordance with the details shown on the approved materials plan 0554-108 rev L (External Finishes) unless otherwise first agreed in writing with the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

No above ground development shall take place until written approval has been given by the Local Planning Authority to sample panels of all external walling materials to be used in the development. The sample panels shall be erected on the site of the development and retained until development is completed, and the panels shall thereafter be removed from the site. Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011. The development shall be carried out in accordance with the approved tree protection details contained within the approved Arboricultural Method Statement (Aspect Arboriculture Aboricultural Method Statement - December 2015 - Ref: 9172_AMS.001). The agreed measures will be kept in place during the entire course of development. Any variation will require the prior written approval of the Local Planning Authority. Reason: To safeguard trees which are visually important in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The hard and soft landscaping for the scheme shall be provided in accordance with the approved details shown on Drawing Nos: 5641.ASP/5.0 Revision E, 5641.ASP/5.1 Revision E and 5641.ASP/5,2 Revision E. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

That all trees to be planted within hard surface areas shall be planted in the first planting season after the first use of the buildings. The trees must be planted into site specific tree pits. The tree pits will be provided in accordance with the details shown on Drawing No:5641.ASP6. In the event of any of the trees so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree of a species first approved by the Local Planning Authority, be planted and properly maintained. Reason: To help to assimilate the development into its surroundings in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

The approved Construction Traffic Management Plan (Dated December 2015) shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the use of the development hereby permitted a Green Travel Plan shall be drawn up, and submitted to and approved in writing by the Local Planning Authority; such plans to include proposals for all travel by modes other than the private car for journeys to and from site. This Travel Plan will include a Travel Information Pack that will be provided to all households as part of the overall Travel Plan. Reason: To promote the use of non car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027. Related application(s): P16/S4088/DIS

Lighting columns will be required to be constructed, laid out, in accordance with the specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development and shall be provided at the development's expense, prior to the beneficial occupation of the development. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011. Related application(s): P16/S2931/DIS

Mitigation measures relating to the air quality in and around the application site during the construction period shall be implemented as per the Air Quality Mitigation Strategy dated December 2015. Any variation shall first be agreed in writing with the Local Planning Authority. Reason: To ensure satisfactory standards of air quality for surrounding residential properties in accordance with policies G2 and EP1 of the a South Oxfordshire Local Plan 2011

The development hereby approved shall be constructed in full accordance with the noise mitigation measures identified in the WSP Parsons Brinckerhoff Noise Assessment accompanying the application (Ref: Project No 70008059 Dated 9 October 2015). The agreed mitigation measures shall be retained thereafter. Any variation from the agreed mitigation will need to be agreed in writing prior to implementation. Reason: To preserve the amenity of future occupiers of the development in accordance with Policies EP1 and EP2 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied until surface water drainage works have been carried out in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. The scheme shall be based on SUDS principles and shall include: a) A design based on calculations based on permeability tests b) A drainage layout drawing c) Detailing of residual flood risk d) Management and maintenance proposals for the future responsibility and maintenance for the SUDS features Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011. No dwelling hereby approved shall be occupied until a drainage strategy detailing any on and/or off site drainage works, has been submitted to and approved by, the local planning authority in consultation with the sewerage undertaker. No discharge of foul or surface water from the site shall be accepted into the public system until the drainage works referred to in the strategy have been completed Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011. The scheme shall be implemented in full accordance with the approved reptile mitigation strategy (Aspect Reptile Mitigation Strategy - December 2015 - Reference: ECO3874.RMS.vf1). Any variation will require the prior written approval of the Local Planning Authority. Reason: To protect the important species on the site, in accordance with Policy CSB1 of the Core Strategy and Policy C8 of the adopted Local Plan

No development shall commence unless and until a scheme ("the offsetting scheme") for the offsetting of biodiversity impacts at the site has been submitted to and agreed in writing by the Local Planning Authority within six months of this planning permission. The offsetting scheme shall include: 1. A methodology for the identification of receptor site(s); 2. The identification of receptor site (s); 3. Details of the offset requirements of the development (in accordance with the recognised offsetting metrics standard outlined in the Defra Metrics Guidance dated March 2012); 4. The provision of arrangements to secure the delivery of the offsetting measures (including a timetable for their delivery); and 5. A management and monitoring plan (to include for the provision and maintenance of the offsetting measures in perpetuity for no less than 25 years). The written approval of the LPA shall not be issued before the arrangements necessary to secure the delivery of the off-setting measures have been executed. The offsetting scheme shall be implemented in full accordance with the requirements of the approved scheme. Reason: To promote the preservation and Enhancement of biodiversity in accordance with government policy as stated in paragraphs 109 and 117 of the NPPF and Policy CSB1 of the Core Strategy. The development hereby approved shall be completed in full accordance with the findings and recommendations of the submitted Archaeological Written Scheme of Investigation (CgMs Ref: PB/19873_WSI). Any variation shall be submitted to and approved in writing by the Local Planning Authority prior to works commencing on site that could affect features of archaeological interest. Reason: To secure the protection of and proper provision for any archaeological remains in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.

Prior to any demolition on the site and the commencement of the development (other than in accordance with the agreed Written Scheme of Investigation), a staged programme of archaeological evaluation and mitigation shall be carried out by the commissioned archaeological organisation in accordance with the approved Written Scheme of Investigation. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority. Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011. Prior to occupation of the first unit of the development hereby permitted the proposed means of access onto London Road is to be formed and laid out and constructed strictly in accordance with the local highway authority's specifications and all ancillary works specified shall be undertaken. Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the occupation of the development vision splays measuring the following dimensions shall be provided to each of the sides of the accesses, as indicated on CEC Plan 4477/SK/202(A) [Proposed Site Access Arrangements and Junction Visibility]: Northwestern Proposed Access: 2.4 x 90 metres to the southeast 2.4 x 109 metres to the northwest Southeastern Proposed Access: 2.4 x 55 metres to the southeast 2.4 x 62 metres to the northwest Reason: In the interest of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

No dwelling shall be first occupied until the estate roads and footpaths for that dwelling (except for the final surfacing thereof) shall be laid out, constructed, lit and drained and if required temporary or permanent traffic calming shall be put in place in accordance with Oxfordshire County Council's Specifications. Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development, in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Before the dwellings hereby permitted are first occupied, the proposed vehicular accesses, driveways, parking and turning areas that serve those dwellings shall be constructed, laid out, surfaced and drained in accordance with the specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

No dwelling shall be first occupied until the parking and turning areas for that dwellings is provided in accordance with the approved plans and shall be constructed, laid out, surfaced, drained and completed, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Any single garages shall measure 6 metres deep by 3 metres wide. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

The garage accommodation hereby approved shall be retained as such and shall not be adapted for living purposes without the prior written permission of the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.

Cycle parking facilities shall be provided prior to the occupation of the development hereby approved in accordance with the details shown on the approved plans and retained as such thereafter. Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.

No surface water from the development shall be discharged onto the adjoining highway Reason: In the interests of highway safety in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be implemented in accordance with the recommendations and ecological enhancement measures outlined in chapter 6 of the Ecological Appraisal report (Aspect Ecology, June 2015) submitted with the application in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: To protect the important species on the site, in accordance with Policy CSB1 of the Core Strategy and Policy C8 of the adopted Local Plan

Refuse and recycling storage shall be implemented in accordance with the approved details prior to the occupation of the development hereby approved and retained thereafter. Reason: To ensure adequate provision for the management of waste in accordance with Policy D10 of the South Oxfordshire Local Plan 2011.

In connection with the implementation of this permission no construction works shall take place outside the hours of 07:30 to 18:00 Mondays to Fridays and 08:00 to 13:00 on Saturdays. Works shall not take place at all on Sundays or Bank Holidays. Reason: To protect the occupants of nearby residential properties from noise and dust disturbance during the development of the site in accordance with Policies EP1 and EP2 of the South Oxfordshire Local Plan 2011.

Notwithstanding the details shown on the approved plans and prior to the commencement of development a detailed plan showing provision of visitor car parking spaces to be provided within the site in accordance with the District Council's adopted car parking standards shall be submitted to and approved in writing by the Local Planning Authority and the parking spaces shall be laid out, surfaced, drained and completed in strict accordance with the approved details prior to the first occupation of the development hereby permitted. Thereafter the car parking spaces shall be retained unobstructed except for the parking of vehicles associated with the development at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 of the South Oxfordshire Local Plan 2011.
